We (most of us) associate free will with the ability to do what we want, when we want, and how we want. Although this in itself is an illusion. But if we have free will, then there can be no final moral authority to tell us what to do. No such authority can lie outside your own will. In other words, in order for us to be a moral agent, we must have the final authority. And indeed we do. Because of this authority, that we each have, we must take our willed actions into account. Its our willed actions that bind us to suffering, pain, and confusion.
I hope this helps you to understand what is meant by "a free will and a will subject to moral laws are one in the same.
Have a great day and a fantastic week. Stephen less
