The following article is still under construction. I have included it because it might be of enlightenment to you even as I write it.
Quite frankly there is nothing mystical or magical about “Anointing Oil” or “Holy Water.” It is not even required for a priest or clergy to pray over oil or water to make it Holy. It is God himself and He alone that makes oil or water Holy in His name. All that is required to make holy water or oil is to simply pray over it with a simple prayer:
“Father God, I pray right now that you anoint this oil (water) [and even the vial] in Your heavenly name. I pray that You cleanse it of any defilement that may be in or upon it, and you make it holy for the work of Tour glory in Jesus' name.”
That’s it! From here you can anoint away and use it in prayer, repentance or anything the Lord leads you to use the Anointing Oil with. In the past I have used it when praying over healing in a person’s life, as well as using it for myself when repenting of sins or praying over another person for protection or general healing. Sometimes I would put a little oil on an affected limb and watch as God does a healing miracle either on the spot or over the coming days. Other times I would put some on my forehead and the top or back of my neck to clear my thoughts or cleanse me from sin. When I do so, I often feel lightness and refreshing in my mind and body.
Remember. There is absolutely no power in the oil itself, oil is just oil. The power comes from what it symbolizes and how God uses the “cleansed” oil to do his perfect will.
Anointing oil is also useful in anointing homes. Throw out anything in your house that might be “New Age” or have demonic roots in any way shape or form, then go around your house anointing the frame of every door way and every room. Ask God to fill your house with His spirit and do His will in your house. Doing this claims your house to be “Holy Ground” and because of it, Satan’s will can not manifest in it. Sometimes demonic attack may manifest as arguments between family members, or general sickness.
Anointing oil is not needed for prayer, in fact (in general) prayers are just as powerful without it. Anointing oil is just another tool we can use as intercessors to break the bonds of the enemy and claim Holy Ground and victory against our aggressor Satan.
I have personally found the more I use Holy Oil from the same vial in my prayer life, the more the oil shows immediate manifestations in my prayer life. But remember! Please don’t make an idol out of your oil. It is a sword (tool that is used in war) and worshiping, leaning on or praising the beauty and effectiveness of a sword really serves as a distraction from the entire battle that surrounds us every day.
Finally:
Any oil or water can be used to make Holy Oil or Holy Water, simply pray over it before using it and there you go, a new weapon to add to your arsenal.

Things You'll Need:
Spring water
Rose water
Kosher or sea salt
A glass container for mixing
A storage bottle
A linen cloth

Plan this project during a time of complete privacy. Make the holy water during full moon phase. Choose a location outdoors on a clear night or near a window with a view of the moon.

Choose a glass bowl, bottle or small carafe that's heat tempered. Wash the container with soap and water, then rinse with boiling water to sterilize. Set out a white cloth, preferably linen. Arrange the ingredients and the sterilized container on it.

Inhale deeply and exhale 5 or 6 times. Release the stress of the day and relax. Hold the arms up and out at the sides with palms pointing upward as if cradling the Universe. Direct the eyes to the moon.

Pour the water into the bowl or carafe. Add the rose water. Hold it in both hands and raise towards the moon. Say, "I consecrate this water to be used for blessings."

Set the water container on the cloth. Pick up the small dish of salt. Hold it up in both hands towards the moon. Pour a little salt into the water. Pick up the container of water and swirl it around clockwise until the salt is dissolved.

Set the container on the cloth again. Hold both hands over the container, palms down and offer a blessing.

Store the holy water in a glass bottle with a cork or cap. Use it to bless each room of the home and the people who live in it.
The Roman Catholic way of making holy water is as follows;
1. Place a handful of sea salt on sterilized glass
2. Make the sign of the cross or raised palm of benediction over the salt and recite the exorcism of salt;
" God's creature, salt of the Earth, I cast out the echo of evil by the living God, by the one true God, by the holy God, through whom all things have their being. May you be a purified, living, heavenly salt, a means of health for those who believe, a medicine for body and soul for all who make use of you. May all evil fancies be driven far from the place where you are sprinkled. And let every unclean spirit be repulsed by the power of almighty God."
3. Recite the blessing of salt;
"Almighty, everlasting God, I humbly appeal to your mercy and goodness to bless this creature, salt, that you have given for humankind's use. May all who use it find in it a remedy for body and mind. And may everything that it touches be feed from uncleanness and any influence of evil through your holy name, Amen"
4. Make the sing of the cross or raised palm of benediction over sterilized glass bowl of fresh spring water and repeat the exorcism of salt, exchanging the word salt for water.
5. Recite the blessing of water;
"O God, who for man's welfare established the most wonderful mysteries in the substance of water, hearken to this prayer, and pour forth your blessing on this element. May this creature of yours, when used in your mysteries and endowed with your grace, serve to cast out demons and to banish disease. May everything that this water touches delivered from all that is unclean and hurtful; through your holy name. Amen."
6. Now pour the salt into the water in the form of a cross, saying;
"May this heavenly salt and water unite in harmony, in the name of the Almighty God, Amen."

Oh and anyone can make it, you don't have to be a priest or anything. You just need God's love aka his protection.
Also you can use it to banish a demon or protect your home by creating a barrier with it around the outside of your house.
n Easy Way To Make Your Own
Holy Water
Materials:
1 tsp of Rose Water (optional)
3 tbsp sea salt or Kosher salt
1 small bowl of spring water*
1 clean glass container
1 new compact mirror
1 storage bottle (small)
* Note: Spring water is extremely hard to come by. You may not be able to trust the bottled water, as it had been determined that many who use it are victims of false advertising, so be sure you are familiar with the spring water company. I suggest going on a small hiking trip with a large glass jar (like the type you buy family-size fruit in), and filling your jar from a running stream or other "live" body of water that is well known for "good fishing."
Cleanse and sterilize the bowl and glass container with boiling water.
Insure that you have total privacy during preparation.
Time: Midnight during a Full Moon phase.
Place: Out of doors under the moon, or near a window that will reflect the light of the moon.
Set out your work cloth and all ingredients upon it.
Take five or six deep breaths to relieve the stress of the day.
Cast your magick circle. Hold your arms outstreched in the Goddess position (arms out at the sides like you are cradling the Universe, palms up.) Say:
In the cloak of the midnight hour
I call upon the Ancient Power
I seek the presence of the Lady and Lord
To bless this water that I will pour.
At this point, you should feel the energy of Earth Mother and Skyfather move about your feet and head. Feel your own energy expand around your navel and then unite with Divinity. Take your time; no need to rush.
Add the rose water to the spring water. Pick up the bowl of water, hold it toward the light of the moon, and say:
In my hands I hold the essence of the Gods. I hereby cleanse and consecrate this water to Divinity that it may be used for positive acts only and may aid me in my magickal work.
Feel the energy of the Moon Goddess pulsate down into the water. Imagine her silver light descending from the heavens and impregnating both the water and yourself. You will feel a "glowy" sensation.
Set the water down and picl up the salt. Feel the power moving in your arms as you raise the salt toward the moon. Say:
In my hands I hold the essence of Earth Mother; she whose bounty sustains all living creatures. I hereby consecrate this salt to Divinity that it may be used for positive acts only and may aid me in my magickal work.
As with the water, imagine the energy of the Moon Goddess empowering the salt.
Set the salt down and pour a little into the bowl of water, and stir clockwise three times. Repeat this process twice more.
With the bowl in your left hand (recieving) and the mirror in your right (sending), reflect the light of the moon off the mirror and into the bowl. After a few moments say:
This liquid is now pure and dedicated to the Lord and Lady. It is free from all negativity in any time and any space.
Set the bowl and mirror down and hold out both of your hands, palms down, over (not touching) the bowl, about one inch above the water.
Let the vibrations of your body come alive. Open your third eye chakra and imagine a glowing purple light emanating from it. Form and open triangle with your hands over the water and project the light into it. In your mind, see the water change color and glow. Feel the power and energy flow from your head down through your arms and up from your feet and out from your arms simultaneously. When you feel the energy begin to dissipate, slowly lower your hands and say:
As I will
So mote it be
With the free will of all
And harm to none
This formula is done!
You may ground your energy in two ways. Either place your hands physically upon the ground and feel the energy drain into Earth Mother, or imagine your energy as a force field around you, and quietly step back out of the skeleton of energy and watch it collapse in upon itself and melt into the ground.
Transfer the water to your storage container and store it away until you are ready to cleanse and concencrate your sacred space. Be sure to clean up after yourself by putting all things away in their designated places so that you will be able to find them again next when they're needed.
